Safe and Supportive
Learning Environments
School safety, behavioral supports, and discipline practices that create and sustain safe, stable, positive and inclusive spaces that promote both the academic success and overall well-being of all students.
Comprehensive Positive Behavioral Interventions and Supports (PBIS) offers a multi-level framework for creating a safe and predictable school environment by teaching and reinforcing positive behaviors.

Tiered Fidelity Inventory is a tool for schools to assess how well they are implementing a three-tiered system of support for student behavior.

Restorative Practices | ISLA provides a framework for schools to use instructional and restorative practices instead of exclusionary discipline, promoting positive behavior and social-emotional learning.

Speak Now App allows anonymous reporting of bullying incidents on school grounds and during school activities.
Mental Health Literacy & Connections
that Support Student Well-Being
Ongoing well-being check-ins offered by supportive adults and foundational education about mental health.
Here to HELP Modules train Department staff on supporting student well-being through connection, conversation, identifying strengths, and providing mental health resources.

Erikaʻs LightHouse aims to break down the stigma surrounding mental health and provide free depression education and suicide prevention programs to any school.
Social Emotional Learning
for Students and Adults
The process of acquiring and applying the knowledge, skills, and attitudes related to: developing healthy identities, managing emotions, achieving personal and collective goals, feeling and showing empathy for others, establishing & maintaining supportive relationships, making responsible & caring decisions.
Department SEL Guides to create schools whose climate and culture encourage students to explore and develop their strengths, as well as address and overcome their challenges.

CASEL Guides & Resources provide a roadmap for schools to implement Social and Emotional Learning (SEL) programs systematically, equipping educators to support students’ academic, emotional, and social success.

Panorama Playbook connects educators with research-backed interventions to address student needs in academics, behavior, and social-emotional learning.
Ongoing Screening and
Progress Monitoring
Engage in ongoing screening to ensure rapid identification of students who need more support related to health, safety, Social-Emotional-Behavior (SEB) needs, and/or academic concerns. Monitor progress to determine effectiveness of intervention and overall student growth.
Student Support Process (SSP) is an effective 6-step process to ensure schools are offering appropriate whole-child support when concerns regarding an individual student are expressed.

Panorama provides SEL surveys to screen student social-emotional learning (SEL) skills and track their progress over time and a student success platform that can be used for ongoing measurement of student performance.

TrustCircle is a unique mental health and well-being platform that helps foster emotional resilience, prevention, and early interventions for students and staff at scale.
Equitable Access to
Mental Health Services
While all Department staff play a vital role in fostering student mental health, school
counselors, SBBH, and a network of community partners stand ready to provide comprehensive support and responsive services when needed.
School Counseling services foster student success, provide academic, career, and social-emotional support to empower all students in a positive school environment.

School-Based Mental Health offers school-based prevention and intensive intervention individual and group counseling services for general Education, IDEA and Section 504 students. School-wide services include mental health consultation, crisis & walk-in support.

Here to Help Telehealth (powered by Hazel) – Supplemental short-term telehealth services and crisis response for suicide ideation. Available to ALL students regardless of insurance. School or parent referral. Health Room Screening and Triage (through Hawaii Keiki) offers urgent care sessions for students visiting Hawaii Keiki staffed Health Rooms w/elevated mental health screener scores.

CAMHD and Community Referrals to Support High-End Student Needs.
Targeted Training
Training to increase abilities to recognize warning signs, build awareness of available resources, increase understanding and effective use of evidence-based practices to support specific issues impacting mental health.
Trauma Informed Online Academy equips educators and staff with skills to understand and support students impacted by trauma.

Suicide Prevention/Protocol provides guidance to Complex Area and School Level Staff to protect the health and well-being of all students by having procedures in place to prevent, assess the risk of, intervene in, and respond to suicide.
Fmaily and Community
Engagement
Collaboration between schools and community partners to provide family outreach and resources to promote learning readiness for all students.
Parent Coaching through ParentGuidance.org connects parents with expert coaches for personalized support in navigating their child’s mental health challenges.

Crisis Response
Equip staff with the knowledge and skills to
respond to critical needs of students (short
and long term).
On-Demand Crisis Consultation (through Hazel) provides students and staff in trained schools with immediate virtual access to mental health professionals during crisis situations.

Suicidal Ideation, Self-Harm, & Screener Training equips individuals to support students exhibiting warning signs, use the Columbia Suicide Severity Rating Scale (C-SSRS) to assess suicide risk, and intervene effectively.

Restraints and Seclusion | QBS Safety-Care Training equips educators to prevent and manage student behavioral challenges effectively, prioritizing safety, respect, and positive outcomes.
